Protocol does not erase institution
Bitcoin's proof of work can be studied as a protocol-level custody and settlement mechanism. It does not remove the law, governance, accounting, infrastructure, or fiduciary duties that govern an institutional treasury. Civic Bitcoin therefore reads place, institution, infrastructure, and protocol together before any recommendation.
