Power, Premium and Place

Cities should maximize the human and productive utility created by land, energy, infrastructure, capital, and public authority while making visible the monetary premium and defensive burden carried by physical assets.

The controlling question

How much land, energy, capital, law, insurance, and public force is preserving a monetary premium rather than producing urban utility, and can part of that burden move into a non-kinetic proof-of-work system without creating larger local costs?

Jason P. Lowery's MIT thesis Softwar: A Novel Theory on Power Projection and the National Strategic Significance of Bitcoin is a major declared influence on Bruce Barone's Bitcoin and urban-planning work. Lowery proposes a power-projection interpretation of proof of work; Civic Bitcoin uses that proposition to generate questions about property, custody, energy, public cost, and conflict.

The Bitcoin protocol supplies the narrower technical foundation: hash-based proof of work orders transactions and makes alteration of the accumulated record require redoing the work. That protocol fact does not prove an urban outcome.

Declared framework, not local fact. Lowery presents a novel theory. It is not empirical proof that Bitcoin eliminates violence, lowers land prices, improves affordability, benefits a specific electric grid, or produces a local public benefit. Civic Bitcoin has not published a verified local finding that Bitcoin reduces land prices, improves housing affordability, lowers conflict, strengthens a specific grid, or creates a municipal resilience benefit in Southwest Florida.

What human, civic, or productive function does the asset or project perform apart from serving as a store of value?

Minimum evidence: Filed program, delivered use, operating performance, and affected-population evidence.

02 · Monetary premium

What portion of demand or value appears to reflect savings, scarcity, or speculative demand rather than current use and income?

Minimum evidence: Comparable sales or rents, income support, vacancy, carrying cost, financing, and longitudinal demand evidence.

03 · Defensive burden

Which legal, policing, insurance, military, climate-protection, or infrastructure costs preserve the asset's value, and who pays them?

Minimum evidence: Adopted public cost, insurance, security, hazard, legal, and infrastructure records with an attributable dependency.

04 · Energy and security

Could a proof-of-work load improve the economics, flexibility, or resilience of a specific energy system?

Minimum evidence: Grid-operator dispatch, interconnection, curtailment, marginal-emissions, uptime, price, emergency-performance, and counterfactual evidence.

05 · Local externalities

What noise, heat, water, emissions, land, equipment, and opportunity costs would the proposed system impose locally?

Minimum evidence: Metered resource use, acoustic, emissions, water, land-use, equipment-life, and enforceable mitigation records.

06 · Civic verification

Can the claimed public benefit, private cost, approval, ownership, and operating outcome be independently verified?

Minimum evidence: Direct records, stable identifiers, explicit classifications, reproducible calculations, and a dated correction path.

Proof-of-work municipal gate

No automatic public-benefit credit

A proof-of-work proposal receives no automatic sustainability, resilience, grid, affordability, or public-benefit credit. The record must clear these gates before a positive finding or score is permitted.

  2. 02Developer responsibility for upgrades, decommissioning, and abandonment risk is enforceable.
  3. 03Any curtailment claim uses same-node, same-interval evidence and states the counterfactual.
  4. 04Emissions evidence is location- and time-specific rather than based on marketing instruments alone.
  5. 05Water withdrawals, consumption, cooling, discharge, and any heat reuse are metered.
  6. 06Property-line and receptor noise is measured with enforceable cure provisions.

No-go rules
  • Flexible load is not generation.
  • Renewable power is not necessarily otherwise-curtailed power.
  • Curtailment is not resilience.
  • Heat is not a useful byproduct without a real, grade-matched, metered load.
  • A claim that cannot be measured remains insufficient evidence.
  • A project that requires blended operating and reserve-value ledgers to appear viable does not pencil.
